Background

The County of Stafford, Virginia, is seeking a firm to provide and implement an integrated solution for Planning, Development, and Permitting capabilities. This initiative aims to modernize the County's existing processes and technology stack to enhance customer experience, streamline development processes, and support the County's strategic objectives in economic development. The County operates under a board of supervisors/administrator form of government and serves a population of approximately 165,000 residents.

Work Details

The selected contractor will provide a cloud-hosted Commercial Off-the-Shelf (COTS) software solution that supports the end-to-end lifecycle of planning and development applications. Key components include:

Application Management

Streamlining permit application processes with self-service capabilities for applicants.

Inspections Management

Providing robust inspection capabilities with mobile access for inspectors.

Document Review

Automating document handling and collaboration between reviewers and applicants.

Fee Management

Defining base fees by application type with automated calculations based on project attributes.

Developer/Contractor Management

Enabling self-service account management for developers/contractors.

Reporting and Analytics

Delivering real-time reporting capabilities for data-driven decision-making. The contractor must also provide comprehensive implementation services, ongoing managed support services post-launch, and ensure that the solution aligns with industry best practices while minimizing customization.

Period of Performance

The contract will be executed upon full contract execution through software implementation licensing for an initial five-year term with three successive three-year renewal periods.
