Background

The Commonwealth of Virginia, through the Department of Corrections and Virginia Correctional Enterprises (VCE), is seeking to procure specialty paper for use in its offset print shop. VCE aims to provide employment, education, and training opportunities for inmates under state custody. This solicitation is set aside for small business enhancement award priority.

Work Details

The contract involves the supply of 6,750 sheets of Nekoosa 66037 Synaps XM White 14mil 12” x 18” Synthetic Polyester Paper, packaged in cases of 450 sheets each. The paper must be first quality, suitable for offset printing, and meet specific requirements including being waterproof, tear-proof, and weather-resistant. Delivery must be made on pallets with prior notification to the facility. The contractor is responsible for ensuring inside delivery and compliance with quality assurance measures.

Period of Performance

The contract period will commence upon award and will include a delivery timeframe as specified by the agency, typically within five calendar days after receipt of order.

Place of Performance

All deliveries are to be made to the VCE Print Warehouse located at 8030 White Bark Terrace, North Chesterfield, VA 23237.

Bidder Requirements

Bidders must be DSBSD-certified small businesses or micro businesses to qualify for this solicitation. They must comply with all applicable laws and regulations regarding employment practices, including non-discrimination clauses. Additionally, contractors are required to maintain a drug-free workplace and may need to undergo pre-employment drug screening for employees interacting with offenders.
