Web-based Electronic Transcript Services

Background

Christopher Newport University’s Office of Undergraduate Admission is seeking a vendor to deliver official academic credentials, primarily electronic and paper transcripts, diplomas, and certificates for students, alumni, and employers. The goal of this contract is to securely transfer these documents to colleges, universities, employers, and government agencies while also supporting K-12 school districts in transferring student records.

Work Details

The vendor will provide a web-based electronic transcript service with the following functionalities: - Documents delivered directly to Slate CRM via SFTP, web download, or saved online. - Credential Verification. - Security and Compliance measures. - Implementation and Support services. - User-friendly dashboards for easy navigation. - Functionality to create filters by various criteria including school type, student DOB, last name, credential type, country, delivery email address, sending institution, graduation year, state/province, delivery format, and sent date. - A searchable library that retains all documents sent. - Automated messages to senders when documents are received. - Collection of sender profile data including first name, last name, email address, DOB, address details, country of citizenship, phone number, gender, ethnicity, high school attended, self-reported GPA and test scores. - Real-time report writing functionality. - Customizable settings for user preferences. - Analytics displaying credential volume and top sending institutions.

Period of Performance

The initial period of the contract is from July 1, 2026 through June 30, 2028 with two one-year renewal options.

Place of Performance

Services will be performed at Christopher Newport University located in Newport News, Virginia.

Bidder Requirements

Bidders must comply with the provisions of the Commonwealth of Virginia’s Purchasing Manual for Institutions of Higher Education and their Vendors. They must also certify that they are not currently debarred from submitting bids on contracts for the type of goods and services covered by this solicitation.
