Phs Tennis Court Project

Background

Poquoson City Public Schools (PCPS), located on the Virginia Peninsula within the Hampton Roads metropolitan area, serves approximately 2,100 students across four facilities. The purpose of this Request for Proposals (RFP) is to solicit qualified vendors to provide a comprehensive, turnkey solution for the assessment, repair, and rehabilitation of existing tennis court facilities at Poquoson High School. The facility consists of four courts currently exhibiting significant surface distress and accelerated deterioration.

Work Details

The selected vendor will be responsible for: 1. Conducting a thorough evaluation of the tennis courts to identify visible and underlying deficiencies affecting performance and longevity. 2. Surface Assessment and Rehabilitation: Remediation of all surface cracking, including determination of root causes and implementation of long-term corrective measures. This may include full reconstruction or resurfacing of the court system as necessary. 3. Installation of industry-recognized crack repair systems designed to prevent reflective cracking and ensure long-term durability. 4. Application of new court coatings and striping according to recognized tennis standards to ensure high-quality playing surfaces. 5. Investigation and correction of drainage-related deficiencies contributing to court deterioration, including addressing subsurface moisture conditions and modifying site grading for proper runoff management. 6. Repair or replacement of perimeter fencing surrounding the tennis courts for safety and security; resetting, repair, or replacement of tennis nets and associated hardware; restoration of any disturbed landscaping; obtaining all necessary permits; ensuring compliance with safety regulations due to the project being on active school property; and delivering fully functional tennis courts ready for use by August 21, 2026.

Period of Performance

Work shall commence as soon as possible following contract award with substantial completion required no later than August 21, 2026.

Place of Performance

The work will be performed at Poquoson High School located at 51 Odd Road, Poquoson, Virginia.

Bidder Requirements

Offerors must be properly licensed for providing the specified goods/services. They must also comply with all applicable federal, state, and local laws and regulations. Additionally, they must not be currently debarred by any government entity from submitting proposals on contracts for the type of goods/services covered by this solicitation.
