Erie OVR Enhanced Driving and Ancillary Services

Background

The Commonwealth of Pennsylvania, Department of Labor and Industry (DLI), on behalf of the Office of Vocational Rehabilitation (OVR), is issuing this Invitation for Bids (IFB) to procure Non-Emergency Transport Services specifically for individuals who are blind, visually impaired, or have other disabilities that prevent them from driving. This solicitation is limited to the counties of Clarion, Crawford, Erie, Forest, Venango, and Warren. The contract aims to facilitate transportation services for Commonwealth business originating from the Erie BVRS/BBVS OVR District office.

Work Details

The services required under this contract include: 1. Ambulatory transports for personnel with disabilities who can walk but cannot safely operate a motor vehicle. 2. Non-Ambulatory transports for personnel who require assistance with a wheelchair or motorized scooter. Transport vehicles must be equipped with a wheelchair ramp and/or lift and tie-downs as needed. Bidders must submit several documents including: 1. Enhanced Driving and Ancillary Services Statement of Work (SOW) 2. Terms and Conditions 3. Price Rate Sheet 4. OVR Contractor Personnel Confidentiality Form - OVR-142 5. Cellular Phone Contact Information 6. Expense Calculation Log 7. Lobbying Certification Form 8. Worker Protection Form 9. Domestic Workforce Utilization Certification.

Period of Performance

The contract will be performed over a specified period as outlined in the terms and conditions of the IFB.

Place of Performance

Services will be performed within Clarion, Crawford, Erie, Forest, Venango, and Warren counties in Pennsylvania.

Bidder Requirements

Bidders must be certified as Small Businesses by DGS and attach their Small Business Certificate to their bid response to be deemed eligible. Additionally, bidders must provide vehicle insurance and liability insurance documentation, background checks, and a three-year driving history.
