Background

The Commonwealth of Pennsylvania, through the Department of Labor and Industry (DLI) and the Office of Vocational Rehabilitation (OVR), is issuing this Invitation for Bids (IFB) to procure Enhanced Driving and Ancillary Services specifically for Allegheny County. This procurement aims to provide transportation services for employees who are blind, visually impaired, or have other disabilities that prevent them from driving themselves while conducting Commonwealth business. The contract is reserved for DGS Small Businesses, requiring bidders to attach their Small Business Certificate to their bid response.

Work Details

The awarded contractor will provide on-demand Enhanced Driving and Ancillary Services originating from the Pittsburgh BVRS/BBVS OVR District office. Services include: 1. Ambulatory transports for personnel who can walk but cannot drive; 2. Non-Ambulatory transports requiring a lift or mechanical assistance for those needing wheelchair transport; 3. Transportation must be conducted in vehicles equipped with wheelchair ramps/lifts and tie-downs as needed; 4. Drivers must drop off employees at designated locations and return at scheduled pick-up times; 5. Additional ancillary services may include assistance with reading, scribing, safety surveys, and other tasks as required by OVR personnel.

Period of Performance

The initial term of the contract is three years, with options for two additional one-year renewals based on performance and mutual agreement.

Services will be performed within Allegheny County, originating from the Pittsburgh BVRS/BBVS OVR District office.

Bidder Requirements

Bidders must be self-certified as DGS Small Businesses and provide a copy of their certification with their bid response.
