Johnstown OVR Enhanced Driving and Ancillary Services

Background

The Commonwealth of Pennsylvania, Department of Labor and Industry (DLI), on behalf of the Office of Vocational Rehabilitation (OVR), is issuing this Invitation for Bids (IFB) to procure Enhanced Driving and Ancillary Services specifically for the Cambria County area. This procurement is reserved for DGS Small Businesses, emphasizing the need for qualified transportation providers who can assist individuals with disabilities, including those who are blind or visually impaired.

Work Details

The services required under this contract include: 1. Non-Emergency Transport Services originating from the Johnstown OVR District office to various locations for Commonwealth business. 2. Ambulatory transports for personnel who may walk but cannot drive themselves. 3. Non-Ambulatory transports requiring vehicles equipped with wheelchair ramps or lifts for individuals needing assistance with mobility devices. 4. Drivers must ensure safe transport and comply with all local, state, and federal laws. 5. Ancillary services may include assisting OVR personnel with tasks such as reading documents, scribe work, and safety surveys as needed.

Period of Performance

The initial term of the contract is three years, with options to renew for up to two additional one-year terms.

Place of Performance

Services will be performed in Cambria County and surrounding areas including Indiana, Somerset, and Westmoreland counties.

Bidder Requirements

Bidders must be certified as a DGS Small Business at the time of bid submission and include a copy of their certification. They must also provide documentation including current driver’s licenses, vehicle registrations, insurance certificates meeting specified coverage amounts, and three years of driving history for transport staff.
