Background

The City of Council Bluffs Public Works Operations Division is seeking bids for the procurement of road salt, specifically Sodium Chloride (NaCl). The mission of this contract is to ensure the availability of high-quality road salt for public works operations, particularly during winter weather conditions. The contract aims to secure a reliable supply of sodium chloride with specified purity levels to meet operational needs.

Work Details

The major items required under this contract include: - Sodium Chloride (NaCl), minimum 95% content, delivered: approximately 4,500 tons. - Sodium Chloride (NaCl), minimum 98% average content, delivered: approximately 150 tons. Bid prices must remain firm from July 1, 2026, through June 30, 2027. Any mutually agreed extensions will allow for up to two additional one-year periods with a 3% annual price increase to account for rising material costs.

Period of Performance

The contract period is from July 1, 2026, through June 30, 2027. Extensions may occur for up to two additional one-year periods.

Place of Performance

The delivery location for the sodium chloride will be within the jurisdiction of the City of Council Bluffs, Iowa.

Bidder Requirements

Bids over $40,000 must include a cashier’s check or bid bond (payable to the City of Council Bluffs) for at least 5% of the total bid amount. Hard copy bid submissions are not accepted; only electronic submissions via IonWave are permitted. Bidders must also submit a signed Title VI & EEOC Certificate of Compliance and ensure that their submission is complete by the deadline.
