Background

The Iowa Judicial Branch (IJB) is seeking proposals for the Credible Messenger Transformative Mentoring program aimed at youth involved with Juvenile Court Services within the Seventh Judicial District (JCS D7) in Scott County, Iowa. The program's goal is to enhance public safety, foster youth belonging, and improve long-term community outcomes through authentic engagement and peer support networks. The initiative is designed to provide early intervention and follow-up services for youth at risk of delinquency, focusing on those with histories of violence or gang affiliation.

Work Details

Respondents will be responsible for delivering and managing the Credible Messenger program, which includes employing and training Credible Messengers who have relevant life experiences to mentor youth. The program will involve both group-based and one-on-one mentoring sessions that utilize evidence-based principles such as Motivational Interviewing and Restorative Justice Practices. Youth participation is expected to last between 6-12 months, with flexibility based on individual progress. Specific activities include: - Weekly mentoring sessions - Assistance with school enrollment - Crisis response support - Community engagement initiatives aimed at building social capital.

Period of Performance

The contract will begin on July 1, 2026, and end on June 30, 2027, with the possibility of five additional one-year renewals at the discretion of the IJB.
