Background

The Virginia Higher Education Procurement Consortium (VHEPC), representing public institutions of higher education, is issuing this Request for Proposal (RFP) to modernize and streamline research-related contract coverage. This initiative aims to establish competitively awarded, category-based contracts that support the diverse research needs of its members. The goal is to create a pool of qualified firms that can provide reliable and cost-effective solutions while maintaining flexibility for research environments.

Work Details

The selected firm(s) will provide a broad and scalable portfolio of research-grade materials and products, including but not limited to: 1. Pharmaceutical Compounds & APIs: Active pharmaceutical ingredients (APIs) for research use, small molecule compounds, custom synthesis of novel compounds, and controlled substances (where properly licensed). 2. Biochemical Reagents & Kits: Assay kits, detection systems, analytical reagents, enzymes, buffers, chromatography materials, and molecular biology reagents. 3. Biologics & Advanced Life Science Materials: Antibodies (monoclonal and polyclonal), recombinant proteins, cell lines, nucleic acids, and viral vectors. 4. Genomics, Proteomics & Cell Biology Products: Sequencing reagents, gene expression tools, proteomics reagents, and cell culture media. 5. Specialized & Emerging Research Products: Drug discovery libraries, high-throughput screening reagents, nanomaterials, and synthetic biology tools.

Period of Performance

The initial term for any resulting agreement is expected to be two (2) years with options for up to four (4) additional two-year renewals.

Place of Performance

The services will be performed at various locations as determined by the participating institutions within the VHEPC.

Bidder Requirements

Firms must comply with all applicable laws and regulations. The University has established a goal of 42% participation from Small Business and Supplier Diversity (SBSD) certified businesses. Additionally, firms must submit quarterly SBSD business reports detailing their engagement with SBSD firms.
