Literacy and Family Engagement Program for Elementary Reading Development

Background

Spotsylvania County Public Schools (SBCS) is centrally located between Richmond and Washington D.C., serving approximately 24,000 students across 17 elementary schools, 7 middle schools, and 5 high schools. The agency is seeking to implement a literacy and family engagement program aimed at supporting elementary reading development and reducing summer learning loss.

Work Details

The contract involves providing a comprehensive literacy and family engagement program that includes: - Grade-level literacy kits and children’s books; - Lesson plans and activities aligned with each book title; - Family/home engagement components, including take-home bags and story-related keepsakes; - Evidence-based literacy practices aligned to elementary instruction; - Materials suitable for school-wide implementation; - Pricing for bundled kits and itemized components. Vendors must also provide a program description, implementation model, proprietary information, references from educational institutions (preferably Virginia public schools), estimated lead times, and detailed pricing including any volume discounts. Items must be received no later than May 22, 2026.

Period of Performance

The contract will commence immediately upon issuance of the Purchase Order from SBCS, with all items required to be delivered by May 22, 2026.

Place of Performance

The services will be performed within Spotsylvania County Public Schools in Fredericksburg, Virginia.

Bidder Requirements

Bidders must have an active/current State Corporation Commission (SCC) number on file at the time of quote submission. Additionally, contractors are required to carry liability insurance as specified in the solicitation documents, including coverage for workers' compensation and general liability. Contractors must certify that neither they nor their employees have felony convictions or offenses involving child abuse.
