Mechanical Engineering Design Services for Like-in-Kind HVAC System Replacement at AL Stanback Middle School

Background

Orange County Schools (OCS) is seeking Mechanical Engineering Design services for the replacement of the HVAC system at A.L. Stanback Middle School. The goal of this contract is to select an engineering firm that can provide a like-in-kind replacement of the existing HVAC system, which is currently a single-zone constant volume (2-pipe) system. The intent is to maintain operational simplicity while reducing overall project costs, construction impact, and schedule disruption. Additionally, the project aims to integrate a modern building controls system to enhance operational efficiency and performance.

Work Details

The selected engineering firm will be responsible for outlining an alternative HVAC design approach that includes: 1. A like-in-kind replacement of the existing HVAC system; 2. Maintaining operational simplicity; 3. Reducing overall project costs; 4. Minimizing construction impact and schedule disruption; 5. Integrating a modern building controls system to improve operational efficiency and performance, utilizing an owner-preferred vendor.

Period of Performance

The contract period is expected to commence upon selection and negotiation of the contract, with completion anticipated by June 17, 2026.

Place of Performance

The services will be performed at A.L. Stanback Middle School located in Hillsborough, North Carolina.

Bidder Requirements

Firms responding to this RFQ must hold a current license in good standing with the appropriate North Carolina governing agency for each discipline involved in the project. Additionally, firms must comply with all applicable laws including E-Verify requirements and provide certification documenting compliance with the Lunsford Act / Criminal Background Check for personnel on school sites. Minimum insurance requirements include: - Workers’ Compensation (Statutory); - Public Liability ($1,000,000 per person/accident); - Automobile Liability ($1,000,000 per person/accident); - Professional Liability ($1,000,000).
