Background

The City of Philadelphia, through its Department of Human Services (DHS), is seeking qualified applicants to provide Emergency Crisis Consultant Support. This initiative aims to enhance the well-being of staff working in child welfare and juvenile justice by offering trauma-informed behavioral health support services. The DHS's mission is to serve Philadelphia’s children, youth, families, and communities by building on their strengths and advancing safe and supportive environments.

Work Details

The selected consultant will deliver immediate crisis response following critical incidents such as child fatalities and other workplace traumatic events. Services include: 1) Group counseling sessions for staff involved in severe cases; 2) Individual counseling sessions (1-3 per request) for designated staff; 3) Training for managerial staff on vicarious trauma, compassion fatigue, grief, loss, and stress exposure; 4) Monthly reporting on service usage and outcomes; 5) Development of organizational protocols for trauma response; 6) 24/7 availability for crisis intervention; 7) Maintaining confidentiality of employee information.

Period of Performance

The contract is expected to commence on July 7, 2026, and will run for one year until July 6, 2027. There is an option to extend the contract for up to four additional one-year terms.

Place of Performance

Services will be provided at various DHS locations in Philadelphia including: - Main office at 1515 Arch Street, - Philadelphia Safety Collaborative at 300 E. Hunting Park Avenue, - Philadelphia Juvenile Justice Center at 91 North 48th Street, - DHS University at 1617 JFK Boulevard.

Bidder Requirements

Applicants must demonstrate that all clinical staff are Master’s-level licensed clinicians with a minimum of five years of experience providing trauma-informed therapy. They must also comply with all applicable laws and regulations including the Health Insurance Portability and Accountability Act (HIPAA). Additionally, applicants are encouraged to apply for Local Business Entity (LBE) certification.
