The City of Council Bluffs Public Works Engineering Division seeks bids for the reconstruction of Richard Downing Avenue, as outlined in the project plans, specifications, and proposals. The major components of the contract work include:

Pavement Removal

approximately 8,487.00 square yards - Subgrade Treatment (Fly Ash, 9 Inch): approximately 8,015.00 square yards - Subbase (Granular, 8 Inch): approximately 8,015.00 square yards - Subdrain (Longitudinal, 4 Inch Diameter): approximately 4,630.00 linear feet - PCC Pavement (8 Inch with CD Joints and 6 Inch Curb): approximately 7,176.00 square yards - Storm Sewer (Trenched, RCP, 15 Inch Diameter): approximately 280.00 linear feet - Pipe Apron (RCP, 15 Inch): 10 units - Storm Sewer Intake (SW-507): 10 units

Contract Requirements

All work must be completed on or before November 13, 2026. An intermediate completion milestone is established for Stage 2 of the project: the Council Bluffs Recreation parking lot B driveway must be opened to traffic from both directions on Richard Downing Avenue by October 22, 2026. For each calendar day that Stage 2 is not completed between October 22 and October 25, 2026, liquidated damages of $5,000 per day will be assessed.

Submission Instructions

Bids must be submitted electronically via IonWave by the deadline specified in the solicitation. Hard copy submissions will not be accepted or considered. Late bids will be automatically rejected. It is each respondent's responsibility to ensure their electronic submission is received and complete before the deadline. Incomplete submissions will be automatically rejected. The City is not responsible for technical difficulties encountered during submission.
