Background

The City of Goodyear is seeking qualified Job Order Contractors (JOC Contractors) to provide Job Order Contracting (JOC) services for General Civil work. The City may award multiple contracts under this procurement, with up to five qualified contractors being awarded contracts. The JOC Contract will have an initial term of three years, with two one-year extensions available at the City's discretion. The goal is to foster a cooperative team effort to conduct preconstruction services and complete construction improvements efficiently.

Work Details

The project consists of providing various civil site improvements including parks, playgrounds, landscaping, earthwork and dust stabilization, grading and drainage, storm drain systems, drainage structures, underground utility work (water, sewer, electrical, fiber), electrical service and lighting needs, concrete paving and flatwork, right-of-way improvements, asphalt overlay and pavement rehabilitation, signage and striping, traffic control and signals, wall installations and repairs, A.D.A. retrofit work, xeriscape conversion and landscaping restoration including hardscape elements and irrigation. Each Job Order will be cooperatively defined by the City and the JOC Contractor with agreed scope, schedule, and price negotiated as a not-to-exceed Guaranteed Maximum Price. No individual Job Order shall exceed $5 million.

Period of Performance

The contract will commence on August 1, 2026, for an initial term of three years with options for two additional one-year extensions based on mutual agreement.

Place of Performance

All work will be performed within the City’s limits of incorporation in Goodyear, Arizona.

Bidder Requirements

Contractors must submit a Statement of Qualifications (SOQ) that demonstrates their qualifications and experience relevant to the JOC services required. They must also provide a signed Non-Collusion Affidavit with their SOQ. The contractor must comply with all applicable federal, state, and municipal laws regarding performance of the work.
