Background

The Georgia Department of Transportation (GDOT) is issuing a Public Notice of Advertisement (PNA) to inform the Consultant community about an upcoming Request for Qualifications (RFQ) for Regionalized Statewide Operational Improvement Contracts. The goal of this contract is to address operational inefficiencies at intersections and along corridors throughout the state route system, enhancing transportation efficiency and safety.

Work Details

The Consultant will provide on-call engineering services that include: evaluating approach delay, intersection delay, network delay; conducting capacity analysis; performing crash data analysis; collecting and analyzing safety data; reviewing best engineering practices; conducting crash screenings; evaluating intersection control; developing plans; performing benefit-cost analysis; creating concept and alternative sketches; producing conceptual drawings; and identifying projects for national and state funding applications. Additionally, the Consultant will coordinate with stakeholders regarding operational improvements and safety perceptions related to proposed projects.

Period of Performance

The anticipated schedule indicates that the RFQ will be issued on June 5, 2026, with Statements of Qualifications due by July 14, 2026. The exact period of performance for the contract will be defined in the forthcoming RFQ.

Place of Performance

The work will be performed in various districts across Georgia, specifically in DeKalb, Clayton, Rockdale Counties (East Region) for Contract 1, and Cobb, Fulton, Douglas Counties (West Region) for Contract 2.

Bidder Requirements

The Prime Consultant must be prequalified by GDOT in specific area classes including Non-Motorized Transportation Planning, Traffic Operations Studies, Traffic Operations Design, and Traffic Control Systems Analysis. Additionally, the team must include members prequalified in areas such as NEPA compliance, history, air quality, noise studies, ecology, archaeology, aquatic surveys, location studies, traffic analysis, roadway design, utility coordination, hydraulic studies, bicycle/pedestrian facilities design, highway lighting, land surveying, aerial photography, photogrammetry, subsurface utility engineering (SUE), and erosion control.
