Bidders must be licensed under Chapter 87 of the North Carolina General Statutes. Additionally, they are required to demonstrate their ability to complete a majority of contract portions using their own equipment and personnel. Bidders must also comply with Underutilized Business Enterprise (UBE) participation goals: 11% Minority Business Enterprise (MUBE) and 7% Woman Business Enterprise (WUBE). All bids must include a non-collusion affidavit.
