Background

The City of Calhoun, Georgia is seeking statements of qualifications and proposals from consultants with a proven track record in assisting local governments with Federally Assisted Projects. The goal is to contract with a reputable consulting firm for grant writing and administration services related to community and economic development projects funded by federal sources.

Work Details

Consultants will provide grant writing, grant administration, and related services for various federally funded projects including but not limited to: - Appalachian Regional Commission (ARC) Projects - Community Development Block Grants (CDBG) - Redevelopment Fund Projects (RDF) - Community Housing Improvement Program (CHIP) - Home Investment Partnerships Program (HOME) - Employment Incentive Program (EIP) Projects - Economic Development Administration (EDA) Projects. Specific tasks include: - Preparation of grant applications

Preparation of the Environmental Review Record

- Preparation of draw/disbursement requests - Assistance with financial administration of grant funds - Record keeping - Public hearings assistance - Funding agency monitoring visits - Acquisition assistance under the Uniform Relocation Assistance and Real Property Acquisition Act (URA) - Bid document preparation - Advertising and conducting bid openings - Compliance with Davis-Bacon labor requirements - Meeting Affirmatively Furthering Fair Housing (AFFH) requirements - Preparation of close-out documents. This procurement may lead to additional contracts for planning, administrative, and related services for State and Federally funded projects.

Period of Performance

The contract is expected to be awarded within one year from the date of this notice, May 4, 2026.

Place of Performance

Services will be performed in Calhoun, Georgia.

Bidder Requirements

Firms must demonstrate experience in Federal Funds Grant Writing & Administration including HUD, EDA, and ARC projects. They should provide a history of the firm, key personnel qualifications, current workload details, proposed scope and level of service, experience with similar projects along with references, and fees associated with Grant Writing and Administration. A Statement of Qualifications Form and Section 3 Certification Form for HUD assisted projects are required if claiming Section 3 Status.
