Blackwood Creek Sanitary Sewer Rehab - Engineering

Background

The City of Calhoun, Georgia, is seeking Statements of Qualifications and Proposals from Engineering Firms with a proven track record in assisting local governments with Federally Assisted Projects. The goal is to contract an Engineering Firm for services related to community and economic development projects, specifically focusing on a Preliminary Engineering Report (PER), design services, and construction administration for sanitary sewer rehabilitation and/or replacement projects that will utilize federal funds.

Work Details

The selected firm will provide the following services: 1) Preliminary Engineering Report (PER) preparation; 2) Design services for the sanitary sewer rehabilitation/replacement project; 3) Construction administration services. The immediate project is intended for submission for Appalachian Regional Commission (ARC) funding application. The draft PER is required by June 15, 2026, and a full PER by July 5, 2026. The ARC pre-application due date is June 19, 2026. Additional qualifications include experience with federal funding sources such as HUD, EDA, CDBG, and compliance with Davis-Bacon requirements.

Period of Performance

The contract will be performed within one year from the date of this notice (May 4, 2026), with specific deadlines for the draft PER and full PER outlined above.

Place of Performance

The work will be performed in Calhoun, Georgia.

Bidder Requirements

Firms must demonstrate: - A history of successful federal funds engineering experience; - Key personnel qualifications; - Current workload; - Scope and level of service proposed; - Experience with similar projects; - Fee percentages associated with the PER and design/construction administration services; - Errors and Omissions Insurance documentation; - Statement of Qualifications Form; - Section 3 Certification Form if claiming Section 3 Status. Compliance with the Build America, Buy America Act (BABA) is also required.
