Background The State of Iowa is issuing a Request for Quote (RFQ009460-01) for the construction of a temporary gravel access road to the Newton Correctional Facility, located at 307 60th Avenue, Newton, IA 50208. The goal of this contract is to provide necessary access to the facility, ensuring compliance with specific construction and safety standards. Work Details The contractor will be responsible for providing a temporary gravel access road that includes the following work requirements: 1) Strip topsoil (8 inches) and export from site; 2) Perform subgrade compaction to meet project requirements, including proof rolling to ensure a suitable subbase; 3) Install geogrid beneath the gravel; 4) Use Class 'A' road stone for an 8-inch depth of gravel; 5) Re-spread topsoil at the shoulders of the road and finish grade. The base bid includes constructing a 700-foot long by 10-foot wide access road with a 30-foot by 30-foot turnaround area at one end. An alternate bid option includes an additional access road measuring 450 feet by 10 feet. Period of Performance All work must be completed no later than May 29, 2026. Place of Performance The work will be performed on-site at the Newton Correctional Facility located at 307 S 60th Ave W, Newton, IA 50208. Bidder Requirements All personnel working on-site must pass a background check and complete PREA training with a passing quiz. A Performance and Payment Bond is required as per Section 10.8 of the Consensus Agreement. Contractors must also adhere to insurance requirements as outlined in Exhibit D.
