Background The Iowa Judicial Branch (IJB) is seeking proposals for Trauma-Informed Care Services aimed at youth within the Second Judicial District Juvenile Court Services. The goal of this contract is to provide support to juveniles who have experienced trauma, enhancing their personal adjustment and aiding their transition into productive adulthood while preventing recidivism. The services will be delivered in various detention centers across the district, which includes multiple counties in Iowa. Work Details The contractor will provide evidence-based Trauma-Informed Care services, including: - One-on-one skill-building sessions tailored to individual trauma experiences. - Group sessions with a rotating psychoeducation curriculum focused on understanding trauma and coping techniques. - Screening for types and duration of traumas within 24 hours of referral. - Development of co-regulation skills and psychoeducation preparation prior to court hearings. - Notification of Detention staff regarding youth exhibiting suicidal ideations or disclosures of abuse. - Coordination with Detention staff to ensure continuity of care and appropriate referrals upon exit from detention. The contractor must ensure that all Trauma Specialists possess a minimum of a bachelor’s degree in a related field and ongoing training in Trauma-Informed Care principles. Period of Performance The initial contract term is one year, beginning on July 1, 2026, and ending on June 30, 2027, with the possibility of five additional one-year renewals at the discretion of the IJB. Place of Performance Services will be performed at various detention centers located in Boone, Bremer, Butler, Calhoun, Carroll, Cerro Gordo, Floyd, Franklin, Greene, Hamilton, Hancock, Hardin, Humboldt, Marshall, Mitchell, Pocahontas, Sac, Story, Webster, Winnebago, Worth, and Wright counties in Iowa. Bidder Requirements Respondents must comply with specific qualifications including: - Possession of necessary licenses and certifications relevant to providing mental health services. - Ability to accept Medicaid payments for services provided to youth in detention. - Submission of a completed Form 22 for confidentiality requests if applicable. Respondents must also demonstrate experience working with youth in the juvenile justice system.
