The U.S. Army Installation Management Command (IMCOM) NAF Contracting Office, on behalf of the U.S. Army Materiel Command, Army Food Innovation and Transformation Program Office, who will manage a Program Group V, Supplemental Mission Fund Nonappropriate Fund Instrumentality (NAFI), seeks to establish one (1) firm-fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) contract with a concessionaire contractor to finance, design, buildout/renovate facilities, and operate and maintain Campus Style Dining Venue (CSDV) operations at each of the three (3) U.S. Army Garrisons listed within enclosed Request for Proposal, NAFBA1-26-R-0019. Concession contracts are those in which a contractor is authorized to provide a designated service in a designated location(s) for a specified period of time. Concession contracts involve the direct sale of supplies or services to authorized NAFI patrons. Payment provisions of concession contracts shall specify the terms by which the contrator (concessionaire) shall pay the NAFI a fee. This Request for Proposal is in accordance with AR 215-4. This is an Army Non-Appropriated Fund (NAF) solicitation and is not subject to the FAR and the other Appropriated Funds (APF) provisions.
Background The U.S. Army Installation Management Command (IMCOM) NAF Contracting Office, on behalf of the U.S. Army Materiel Command, is seeking to establish a firm-fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) contract with a concessionaire contractor for the Campus Style Dining Venue (CSDV) operations at three U.S. Army Garrisons. This initiative aims to modernize Soldier feeding operations and enhance community health and morale through improved dining facilities and services. Work Details The contractor will be responsible for financing, designing, building out/renovating facilities, and operating and maintaining CSDV operations. Key tasks include: 1. Providing nutritious food and beverage services that adhere to Federal and DoD nutritional guidelines. 2. Expanding dining opportunities for Essential Station Messing (ESM) Soldiers and their families. 3. Implementing advanced technologies such as online ordering and delivery solutions. 4. Ensuring interoperability with the Army Food Management Information System (AFMIS) for meal entitlement verification. 5. Cleaning and maintaining all facilities, including ceilings, light fixtures, windows, and food service equipment. 6. Coordinating pest control services in food service areas. 7. Developing a general maintenance and repair/quality control plan to ensure long-term facility upkeep. Place of Performance The contract will be executed at three U.S. Army Garrisons: Fort Knox, KY; Joint Base Myer-Henderson Hall, VA; and Fort Sill, OK.
