Background The Virginia Department of Social Services (VDSS) is issuing this Request for Applications (RFA) to solicit sealed applications for the establishment of subawards aimed at providing comprehensive Domestic Violence (DV) Prevention Services in Virginia. The goal of this contract is to enhance the availability and effectiveness of domestic violence prevention services, including the optional inclusion of primary prevention programming. Work Details The services to be provided under this contract include: 1. 24-Hour Crisis Telephone Service (Hotline) for support and crisis counseling. 2. Children’s Services addressing the immediate needs of children of victims. 3. Coordination of Services ensuring access to necessary resources for victims. 4. Crisis Counseling and Safety Planning to assist victims in maintaining safety. 5. Emergency Transportation for victims needing to leave dangerous situations. 6. Information and Referral services to educate and empower victims regarding community resources. 7. Legal Advocacy to support victims navigating the legal system. 8. Shelter services providing temporary emergency housing for victims and their children, available 24/7. Period of Performance The contract will be performed over a two-year period, with an initial funding period starting from July 1, 2026, through June 30, 2027. There is a possibility of continuation funding for Year 2 contingent upon satisfactory performance. Place of Performance The services will be performed throughout Virginia, specifically targeting areas where domestic violence prevention services are needed. Bidder Requirements Bidders must demonstrate compliance with specific certifications and requirements such as being a Community Based Organization (CBO), having experience in providing culturally responsive services, and ensuring that all staff involved in direct service provision are trained in domestic violence advocacy and crisis intervention techniques.
