Project Initiation and Management: Coordinate with City staff to finalize the work plan and schedule; develop a public-facing project website; establish project governance. 2. Review of 2017 Comprehensive Plan: Summarize implementation progress; prepare a crosswalk of plans and policies for integration into the 2040 Plan. 3. Existing Conditions Assessment: Prepare an updated assessment using current data and GIS mapping covering demographic trends, land use patterns, housing conditions, transportation needs, and environmental considerations. 4. Community Collaboration: Design and implement a stakeholder engagement plan; conduct public outreach meetings; provide online engagement tools. 5. Vision Development: Facilitate the creation of a vision statement and guiding principles; prepare a future land use framework. 6. Policy Chapters: Draft clear policies on waterfront development, economic growth, affordable housing, etc., with actionable strategies. 7. Implementation Program: Create an implementation matrix with priority actions and performance measures. 8. Drafting Support: Prepare administrative drafts for internal review and facilitate public review cycles leading to adoption support. Period of Performance The initial period of the contract is from the date of award through two years, with the possibility of renewal for three additional one-year periods. Place of Performance The contract will be performed in Portsmouth, Virginia.
