Community Collaboration: Design and implement a stakeholder engagement plan; conduct public outreach meetings; provide online engagement tools. 5. Vision Development: Facilitate the creation of a vision statement and guiding principles; prepare a future land use framework. 6. Policy Chapters: Draft clear policies on waterfront development, economic growth, affordable housing, etc., with actionable strategies. 7.
