Background The Commonwealth of Kentucky, through the Finance and Administration Cabinet, is issuing this solicitation for a Horseback Riding Concession at Carter Caves State Resort Park. The goal of this contract is to establish a Master Agreement for the operation of horseback riding services during the 2026 summer season and for special events as determined by the Park Manager. The concessionaire will be responsible for providing horseback rides to guests while adhering to safety and operational guidelines set forth by the Department of Parks. Work Details The Concessionaire shall provide horseback rides lasting approximately 45-50 minutes, with an estimated 2000 to 3000 rides annually. The rides must be guided and conducted on designated trails only. The Concessionaire agrees to pay a percentage of gross receipts (excluding taxes) to the Department of Parks. The maximum price per ride will be determined by the Department, with a current rate set at $25.00 per ride. The concessionaire must maintain a minimum of twelve horses available from April to October, provide all necessary equipment and supplies, and ensure that all animals are in good health and well-cared for. Daily operations must comply with specific cleanliness and safety standards, including muck removal and proper animal care protocols. Period of Performance The contract will commence on May 1, 2026, and conclude on October 31, 2026, with four optional one-year renewal periods available upon mutual agreement. Place of Performance Carter Caves State Resort Park, located at 344 Caveland Drive, Olive Hill, KY 41164. Bidder Requirements Bidders must have a minimum of five years of experience operating a horseback riding concession within the United States. They must also comply with all applicable laws and regulations regarding permits and licenses. Additionally, bidders are required to submit various forms including Revenue Form 10A100 (Kentucky Tax Registration Application), Certificate of Authority if applicable, and any required affidavits.
