The United States Army, 3rd Special Forces Group (Airborne), has a recurring requirement for a commercial 2-Day Force Protection Driver Training Course. The contractor shall provide all personnel, equipment, vehicles, and facilities necessary to conduct hands-on driver training focused on evasive and defensive driving techniques in potential high-threat environments. Please note: There is a strict geographic performance requirement that the contractor's training facility must be located within a sixty (60) minute one-way drive time of Fort Bragg, North Carolina. This is a Request for Quotation (RFQ) under Solicitation Number H9242126QE026 to establish a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a commercial service, solicited in accordance with FAR Part 12. The Government intends to award a contract to the responsible quoter whose quote, conforming to the RFQ, is determined to represent the best value to the Government based on price and other factors. This acquisition is a 100% Small Business Set-Aside.
All interested quoters must carefully pay attention to and strictly follow the instructions provided in the solicitation attachments, specifically: - Attachment 02 - Instructions to Quoters: Details the exact 4-volume format, page limits, and administrative requirements for submitting a quote. - Attachment 03 - Evaluation Factors for Award: Details how the Government will evaluate the Technical, Past Performance, and Price volumes to make a best-value tradeoff decision. Failure to follow the exact instructions outlined in the solicitation package may result in a quote being deemed non-responsive. All quotes must be submitted via email using the completed SF 1449 as the pricing volume. All questions regarding this RFQ must be submitted in writing via email to joseph.f.ray.mil@socom.mil No Later Than 12 May 2026 at 0900 Eastern Time. The Government will consolidate all timely questions received and publish the official responses for all offerors to review via an amendment to this solicitation on SAM.gov. Background The United States Army, 3rd Special Forces Group (Airborne), has a recurring requirement for a commercial 2-Day Force Protection Driver Training Course. The contractor shall provide all personnel, equipment, vehicles, and facilities necessary to conduct hands-on driver training focused on evasive and defensive driving techniques in potential high-threat environments. This acquisition is a 100% Small Business Set-Aside. Work Details The contractor shall provide up to 15 iterations annually of a 16-hour course of instruction to train soldiers in enhanced driving techniques with a focus on threat detection and advanced driving skills applicable to the AFRICOM theater. Course size will be 12 students and will be delivered through classroom and practical exercise. Key training components include: 1. Level I Combat Driving Training (Classroom) covering fundamentals of evasive driving, effects of adrenaline, human factors affecting driver performance, threat awareness, risk management, threat recognition and response, universal principles of vehicle control, SIPDE process & LOSPOT principle, and vehicle cyber security awareness. 2. Level I Combat Driving Training (Practical Exercises) including driving assessments, cumulative skills acquisition courses, evasive steering drills, constant radius curve drills, lane evasion maneuvers, tandem vehicle movements, and down driver takeover drills. 3. Level II Combat Driving Practical Exercises focusing on foreign vehicle operations, manual transmission vehicle operations, tandem evasive driving drills, counter force-off techniques, tactical vehicle intervention techniques, tactical ramming techniques, vehicle recovery drills, and roll-over drills. 4. Level III Force Protection Mobility Drill simulating real-world scenarios with paintball markers to enhance realism and adrenaline response. Period of Performance The contract has a base period from July 1, 2026 to June 30, 2027 with four additional one-year options extending through June 30, 2031. Place of Performance The training facility must be located within a sixty (60) minute one-way drive time of Fort Bragg, North Carolina.
