Summary

THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Contracting Operations (ConOps) East, intends to issue a Solicitation to the Replace roofs and gutters on two Peaks of Otter buildings. The roofs and gutter systems on these two buildings have exceeded their useful life and need replacement. The buildings in this project are the Peaks of Otter Ranger Office and the Peaks of Otter Maintenance Shelter. Both buildings are located in the Peaks of Otter sub-district. This is located at The Blue Ridge Parkway National Historic Site at 199 Hemphill Knob Road, Asheville, NC 28803. This procurement will be set-aside for Small Business firms. The NAICS code is, 238160 - Roofing Contractors with a small business size of $19,000,000. The Product Service Code (PSC) is Z2JZ: Repair or Alteration of Miscellaneous Buildings. All interested offerors MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment.

SITE VISIT

Only one formal (1) site visit will be scheduled for this action, and no informal individual site visits will be allowed. Details will be provided with the solicitation when it s published.

TYPE OF CONTRACT

A firm-fixed-price contract is expected to be awarded from this solicitation. Note: Davis Bacon prevailing wages for Buncombe County, North Carolina will apply for this requirement See attachment C or NC20260016 on SAM.gov will apply. The Government intends to award (1) one contract resulting from this solicitation to the proposer responsible whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The solicitation will be posted on sam.gov (System for Award Management) on or about April 27, 2026. This date is subject to change. Hard copy documents including drawings will not be available - all available documents will be posted for download. Offers will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. After issuance of solicitation, send any inquires via email to keith_smith@ios.doi.gov by 1:00 pm (ET) on May 17, 2026 (This date is subject to change). NO oral questions will be accepted. NOTE: No additional information is available until the solicitation is released.
