Work Details The selected attorney or firm will provide comprehensive legal services including: 1. Legal Representation: Attend all BPMC meetings (in person or remotely), draft and negotiate contracts related to capital projects and grant funding, advise on compliance with open meetings and public records laws, represent BPMC in regulatory proceedings before the RCA and other agencies, and provide legal advice on Alaska and federal law relevant to the project. 2. Other Services: Conduct legal research, provide written opinions as requested, train BPMC members on relevant legal topics, support in responding to public records requests, and monitor legislative developments affecting BPMC. Period of Performance The contract period will begin on May 15, 2026, and end on June 30, 2029. There is an option to renew for two additional one-year periods for a total of five years possible. Place of Performance Legal services will be performed primarily in Anchorage, Alaska; however, remote participation is also acceptable. Bidder Requirements Proposers must be licensed to practice law in Alaska without conflicts of interest with AEA or BPMC. Experience with regulatory proceedings before the RCA or similar bodies is required. Preference will be given to those with experience working with electric utilities or public agencies in energy sectors. Proposals must include a fee structure detailing hourly rates and retainer options.
