Background The Matanuska-Susitna Borough is seeking bids from qualified vendors for the removal of debris caused by the high wind event in December 2025. This project aims to clear remaining tree debris located outside designated brushing limits of approximately 10-15 feet from the roadway to the edge of the Road Right of Way. The initiative is fully funded through the State of Alaska disaster relief for the December 2025 Mat-Su High Winds (AK 25-324-2025). Work Details The contractor will be responsible for providing all necessary labor, materials, equipment, and supervision to complete the debris removal as specified. Key tasks include: A. Removal of right-of-way debris, including overhanging trees and uprooted vegetation. B. Liaison with a Borough employee to track cleanup sites using GIS documentation. C. Obtaining all required permits and certifications prior to work commencement. D. Providing necessary equipment such as vehicles and heavy machinery without assistance from Borough personnel. E. Maintaining equipment according to Alaska Occupational Safety and Health standards. F. Submitting tonnage receipts for every haul utilizing a certified scale, with payment based on hourly rates for debris removal. G. Compliance with health and safety standards as per Federal and State regulations. H. Work hours are expected to be Monday through Friday from 8:00 AM to 5:00 PM, with any deviations requiring prior approval from the Borough. Period of Performance The work must be completed within a continuous timeframe after utility relocations are finished, with final completion required by July 30, 2026. Place of Performance Debris removal will occur throughout the Matanuska-Susitna Borough, particularly in RSA’s: 14, 16, 17, 23, 25, and 28. Bidder Requirements Bidders must comply with state statutes regarding business licenses and must not be debarred or suspended from doing business with the Borough. They should also provide proof of DEC Disposal Site Certification if not using the Borough's Central Landfill.
