This notice is not a request for proposals. The General Services Administration (GSA), Public Buildings Service (PBS) anticipates an award of a contract to CYS Enterprises, LLC (CYS) under the authority of FAR 6.103-1 (RFO-2025-06) (41 U.S.C. 3304(a)(1)), Only one responsible source and no other supplies or services will satisfy agency requirements. Currently, under Contract No. 47PL0221C0001, CYS provides custodial and related services for the Transportation Security Administration leased space at the Ted Stevens International Airport, 4600 Postmark Drive, Anchorage, AK 99502. All responsible sources that believe they can perform these services in their entirety and at a reasonable price must submit a written notification of interest and provide capability statement no later than April 20, 2026, 8:00 p.m. Mountain Time, which is the deadline for the Government's receipt of such responses. Any written notice of interest and capability statement must be submitted directly to Dylan White at dylan.white@gsa.gov. It is solely within the discretion of the Government whether to conduct a competitive process for this proposed action based upon responses. Summary of Proposed Action. The proposed contract action is for custodial and related services for the TSA leased space at the Ted Stevens International Airport, 4600 Postmark Drive, Anchorage, AK 99502, for which the Government intends to solicit and negotiate with only one source. Nature and Description of Work. GSA, PBS requires custodial services and related services for TSA leased space at the Ted Stevens International Airport, 4600 Postmark Drive, Anchorage, AK 99502. The term of the bridge contract is for a total potential duration of five months (base and options). The work includes all management, supervision, labor, subcontracts, materials, equipment, tools, and supplies to perform the custodial services. The custodial services include all standard services for the interior space including, but not limited to, activities such as cleaning, dusting, vacuuming, spot cleaning, wet mopping, window/glass washing, and waste management. The approximate total cleanable square footage of the TSA leased space is 4,947 square feet. Period of Performance. The anticipated period of performance for this contract action is for three months of the basic requirement with the option to extend on a monthly basis thereafter up to two months. Basic requirement (Base Period): May 1, 2026 and July 31, 2026. Option to Extend Services - Month I: August 1, 2026 - August 31, 2026 Option to Extend Services - Month II: September 1, 2026 - September 30, 2026 Contract Type. The anticipated type of contract is a firm-fixed-price contract. Contractor Capabilities. Custodial and related services for the TSA leased space at the Ted Stevens International Airport, Anchorage, AK. The identified services include all management, supervision, labor, subcontracts, materials, equipment, tools, and supplies to perform the custodial services. The custodial services include all standard services for the interior space including, but not limited to, activities such as cleaning, dusting, vacuuming, spot cleaning, wet mopping, window/glass washing, waste management, and other related services. For the Government to consider this requirement for a competitive process, any business entity in its response to this proposed contract action must demonstrate that it can perform the custodial services for the anticipated period of performance and that it has all the capabilities outlined in 1 4 below: provide custodial services for offices, bathrooms, common areas, and break rooms for space located at an airport; provide a staffing plan to satisfactorily perform the work and have the capability to hire and onboard employees within one week; demonstrate the capability to award subcontracts within a week after the award; obtain the necessary background investigations and security clearances for all employees and subcontracted personnel by May 1, 2026. Additional Information. This special notice shall not be construed as a request for proposal nor a commitment by the Government. The Government shall not be responsible for any costs incurred in response to this special notice.
