Background Prince William County (PWC), located in Virginia, is the second largest county by population, serving over 500,000 citizens across approximately 348 square miles. The county manages a significant number of residential and commercial properties, with over 154,919 parcels as of January 1, 2025. The purpose of this contract is to acquire and implement a comprehensive Computer Assisted Mass Appraisal (CAMA) system to enhance the efficiency, accuracy, and transparency of property assessment processes. Work Details The contractor will be responsible for the following tasks: - Selection and acquisition of CAMA software - System configuration and customization - Data migration from legacy systems - Integration with County GIS, permitting, public works, billing, and courthouse systems - Implementation, testing, and go-live support - User training and support Deliverables include a fully licensed CAMA software system, data migration of all legacy records, integration with external/internal systems, documentation (user manuals and training materials), a comprehensive training program for users/administrators, go-live support with at least one year of post-implementation maintenance, and project management reports throughout the project duration. Functional requirements include property data management capabilities such as processing annual assessments en masse or individually, maintaining multiple addresses for parcels with multiple buildings, enabling self-service administration for County staff without vendor assistance, and supporting various appraisal methodologies (cost, sales comparison, income). The system must also provide detailed reporting capabilities including standard statutory reports and interactive dashboards. Period of Performance The contract will commence upon award and continue through the implementation phase until successful go-live support is completed. Specific timeframes for each phase will be outlined in the project plan. Place of Performance The services will be performed within Prince William County in Virginia. Bidder Requirements Bidders must comply with specific insurance requirements including: - General liability coverage of $1 million per occurrence and $2 million aggregate - Professional liability coverage of $3 million - Cyber liability coverage of $10 million per occurrence - Compliance with ADA standards - Ability to integrate with existing GIS platforms - Adherence to PWC IT Security Standards.
