The Department of Administration (NCDOA), Facility Management Division (Contracting Agency) is responsible for providing efficient, healthy, and safe janitorial service for State buildings. The Garner Road Complex, located at 3318 & 3320 Garner Rd, Raleigh, NC 27610, is the focus of this Request for Proposal (RFP). The Contracting Agency seeks proposals from experienced and qualified Vendors to deliver janitorial services in compliance with the specified terms and conditions. The intent of this solicitation is to award an Agency Specific Term Contract. Work Details The Vendor will provide comprehensive janitorial services including but not limited to: general cleaning duties, restroom sanitation, floor maintenance, waste disposal, and emergency/special clean-up services. The proposal must include a detailed work plan that outlines the cleaning methods, staffing schedules (day and evening shifts), equipment inventory list for general cleaning and emergency services, and a major maintenance schedule for floor care and restroom deep cleaning. Vendors must ensure that all personnel assigned to the contract have undergone criminal background checks as per state requirements. Period of Performance The initial term of the contract will be one year starting from May 1, 2026. There is an option for two additional one-year renewals at the discretion of the State. Place of Performance The services will be performed at the Garner Road Complex located at 3318 & 3320 Garner Rd, Raleigh, NC 27610. Bidder Requirements Vendors must be registered in good standing with North Carolina's Electronic Vendor Portal (eVP). They are required to submit a completed pricing form and provide evidence of experience with similar contracts. Additionally, Vendors must comply with HUB participation goals by utilizing small or minority-owned businesses as subcontractors. All personnel must pass criminal background checks prior to being assigned to work under this contract.
