Background The City of Newport News is seeking bids from qualified firms to establish a term contract for the provision of calcium hydroxide suspension (liquid lime) to Newport News Waterworks. This initiative aims to replace the existing hydrated lime feed system at Harwood’s Mill Water Treatment Plant with a new liquid lime feed system, which is expected to be more dependable and less labor-intensive. The anticipated start date for the contract is April 1, 2026. Work Details The contractor shall provide and deliver calcium hydroxide suspension (liquid lime), compliant with AWWA Standard # B202-19 and NSF 60. The estimated annual quantity is approximately 240,000 gallons of 30% lime slurry (equivalent to 360 dry tons of hydrated lime). Deliveries will typically be in quantities between 4,000 and 5,000 gallons. Deliveries must be made within five calendar days for normal requests and within 24 hours for emergency requests. All deliveries must be contamination-free and delivered in clean containers/tanks. A Certificate of Analysis (CoA) must accompany each delivery. The transfer of liquid lime from the delivery vehicle to the City’s treatment plant tank(s) shall be the sole responsibility of the contractor. Period of Performance The initial contract period will be for one year from the date of award, with an option to renew for four additional one-year periods. Place of Performance Deliveries shall be made to Harwoods Mill Water Treatment Plant, located at 3629 George Washington Memorial Highway, Yorktown, VA, 23693. Bidder Requirements Bidders must have the capability to fully perform the services or provide goods specified and have necessary experience. They must also maintain adequate liability insurance protecting the City from claims arising during contract performance.
