Unemployment Compensation Claims Administration and Representation Services

The Office of Human Resources wishes to obtain services in the management and administration of unemployment compensation claims as described below: The selected vendor will serve as the City's representative for receipt, management and processing of claims for unemployment compensation benefits from prior employees of the City. The vendor shall: notify the appropriate offices of the State of Pennsylvania of its role as City's agent; follow appropriate procedures to fulfill that role; receive claims filed with the State; notify appropriate City departments and agencies , and gather information required to respond to claims; appeal determinations unfavorable to the City, as appropriate; represent the City at appeal hearings and pre- hearing conferences; transmit all notices, invoices and paperwork required for the City to comply with State law and procedures; provide reports on individual claims, provide reports on utilization trends and collective claims results, at whatever intervals are requested by the City; establish and maintain contacts with, and train, staff in the human resources offices of the various City departments and agencies. The City employs approximately 30,000 staff in over 50 departments and agencies. Vendors will be expected to take all appropriate actions to minimize the annual costs of unemployment compensation claims.
