Background The Commonwealth of Virginia, through its Department of Social Services (VDSS), seeks to establish a contract for Employment and Training services aimed at assisting current and former participants of Temporary Assistance for Needy Families (TANF) and individuals with dependent children whose income is at or below 200% of the federal poverty level. The mission of VDSS is to design and deliver high-quality human services that help Virginians achieve safety, independence, and overall well-being. The contract aims to improve employment outcomes, support earnings growth, and reduce reliance on cash assistance, Medicaid, and SNAP benefits through innovative service approaches. Work Details The contractor will provide proven service approaches and strategies that include: 1. Comprehensive assessments to identify strengths and diagnose disabilities. 2. Stabilization services to enable participation in training and education programs. 3. Intensive work preparation services including education, skills training, community work experience placements, and on-the-job training. 4. Job development and placement services. 5. Career pathways initiatives targeting specific industries to develop a pipeline of qualified workers. 6. Other supportive services that assist individuals in retaining employment or obtaining higher wages. Period of Performance The initial period of performance is one year with two optional two-year renewal periods. Place of Performance Services will be performed statewide across Virginia. Bidder Requirements Offerors must be certified Employment Services Organizations (ESOs) with experience working alongside Local Social Service Departments (LDSS). They must comply with federal TANF program guidelines, demonstrate the ability to meet eligibility requirements for participants, provide a 25% cash or in-kind match from non-federal sources (reduced to 10% for high fiscal stress areas), and submit evidence of community partnerships relevant to the project.
