Background The Department of Corrections, Division of Health and Rehabilitation Services, is seeking proposals for qualified individuals or agencies to provide Substance Use Disorder (SUD) Treatment Services at Wildwood Correctional Center (WCC) in Kenai, Alaska. The goal is to reduce recidivism by equipping justice-involved individuals with the necessary tools for successful rehabilitation through evidence-based treatment programs. The services reflect the department's mission to offer meaningful reformative opportunities to all individuals in its care. Work Details The contractor will provide a range of SUD treatment services including: 1) Screenings using ASAM Co-Triage for all referred individuals; 2) Brief Intervention and Referral to Treatment (SBIRT); 3) Substance Use Disorder Assessments using ASAM Comprehensive Assessments; 4) Residential Substance Abuse Treatment (RSAT) program lasting 26 weeks; 5) Psycho-Educational (Psych-Ed) programming consisting of 12 sessions over six weeks. The contractor will work closely with Institutional Probation Officers and onsite medical staff, ensuring that all services are compliant with state regulations and tailored to meet the needs of the incarcerated population. Period of Performance The initial term of the contract is from July 1, 2026, through June 30, 2027, with an optional renewal term through June 30, 2028. Place of Performance Wildwood Correctional Complex (WCC), located at 10 Chugach Ave, Kenai, AK 99611. Bidder Requirements Offerors must possess a Department Approval Certificate from the Department of Health - Division of Behavioral Health prior to contract award. All staff must hold a Qualified Addiction Professional designation or provisional approval from DOH DBH. The contractor must ensure that all personnel meet qualifications as outlined in the RFP and maintain compliance with state and federal regulations.
