Background The City of Albany, Georgia, is seeking proposals from qualified firms to provide inspection services for multifamily properties. This initiative is part of the Albany Multifamily Inspection Program (MIP) administered by the Fire, Planning & Development, and Code Enforcement Departments. The program aims to ensure that all multifamily properties with four or more units comply with state and local safety standards, thereby enhancing community safety and welfare. Work Details The selected inspectors will be responsible for conducting annual inspections of approximately 1,322 units (25% of the total 5,287 units) to verify compliance with the International Building Code (IBC), NFPA Fire Code, HUD Housing Quality Standards, and applicable state and local codes. Specific tasks include: - Conducting scheduled inspections as directed by City staff; - Documenting findings using City-approved software; - Submitting detailed reports; - Performing follow-up inspections; - Attending meetings with program staff and property owners; - Maintaining accurate records for monitoring and auditing; - Providing documentation for code enforcement actions. Key requirements include ensuring compliance with Georgia State Minimum Standard Codes, submitting certified reports electronically during Occupational Tax renewal, and issuing Notices of Non-Compliance for any violations found during inspections. Period of Performance The initial term of the contract is one year, commencing upon execution, with an option for up to three additional one-year renewals at the City's discretion. Place of Performance The contract will be performed within the City of Albany, Georgia. Bidder Requirements Bidders must be Georgia Registered Professional Engineers (PE), Registered Architects, or Qualified Inspectors as defined by O.C.G.A. § 8-2-26.1. They must hold at least one active certification from the International Code Council (ICC) related to building inspection. Additionally, bidders should have a minimum of 3-5 years of relevant experience in multifamily residential inspections and must not be debarred from conducting business with the State of Georgia or the City of Albany.
