Background The Department of Corrections, Division of Health and Rehabilitation Services, is seeking proposals for qualified individuals or agencies to provide Substance Use Disorder (SUD) Treatment Services at Hiland Mountain Correctional Center (HMCC) in Eagle River, Alaska, and Anchorage Central Office (ACO) in Anchorage, Alaska. The goal is to reduce recidivism by equipping justice-involved individuals with the necessary tools for successful rehabilitation. The services reflect the department's mission to offer meaningful reformative opportunities to all individuals in its care and custody. Work Details The contractor will provide six positions for evidence-based SUD treatment services at HMCC and one position at ACO. Services include: - Screenings using ASAM Co-Triage - Motivational interviewing strategies - Substance use disorder assessments using ASAM Comprehensive Assessments - Various treatment programs such as Residential Substance Abuse Treatment (RSAT), Intensive Outpatient Substance Abuse Treatment (IOPSAT), Co-Occurring Disorders (COD) IOPSAT, and Psycho-Educational (Psych-Ed) programming. Specific deliverables include conducting individual sessions, group therapy sessions, maintaining documentation, and ensuring compliance with treatment standards. The contractor will also implement peer mentoring programs to support recovery. Period of Performance The contract term will be from July 1, 2026, through June 30, 2027, with optional renewal periods extending up to June 30, 2029. Place of Performance Services will be performed at Hiland Mountain Correctional Center located at 9101 Hesterberg Road, Eagle River, AK 99577 and Anchorage Central Office located at 550 W 7th Ave, Anchorage, AK 99501. Bidder Requirements Offerors must possess a Department Approval Certificate from the Department of Health Division of Behavioral Health prior to contract award. All staff must hold a Qualified Addiction Professional designation or provisional approval from DOH DBH. Minimum staffing qualifications include experience in substance use disorders for roles such as Project Manager, Coordinator, SUD Counselor, and Co-Occurring Disorder Counselor.
