Background The State of Alaska, Department of Military and Veterans Affairs (DMVA), Division of Administrative Services (DAS) is soliciting bids for brand specific radio parts to support the Alaska State Defense Force (ASDF). The estimated budget for this contract is between $90,000.00 and $105,000.00. Approval or continuation of the contract is contingent upon legislative appropriation. Work Details The contractor will provide and deliver seven (7) Barrett 4050 HF Software-Defined Radio (SDR) transceivers, seven (7) PXdragon DR-9400 Pactor-4 modems, and seven (7) Barrett 4045 automatic antenna tuners (ATUs), including all required accessories, software, and support services. Specific tasks include: 1. Equipment Supply: Deliver Barrett 4050 HF SDR transceivers with specifications such as 1.5 - 30MHz tunable range, up to 150 W PEP RF output power, secure voice/data capabilities, and software-defined architecture; Barrett 4045 ATUs suitable for various applications; PXdragon DR-9400 modems; and necessary interface cables. 2. Accessories: Provide power supply units, mounting kits, microphones/handsets, cables/connectors, and detachable control heads. 3. Software and Licensing: Include licenses for Automatic Link Establishment (ALE), secure digital voice modules, data/email modules, and any PXdragon-specific encryption modules. 4. Training: Provide training materials covering system setup/configuration and secure operations. Period of Performance The contract will commence approximately in the week of March 2, 2026, lasting for one year until completion. Place of Performance All services must be performed within the United States with delivery to the final destination anywhere within the State of Alaska. Bidder Requirements Bidders must hold a valid Alaska business license or obtain one prior to contract award. They must also comply with various laws including the Federal Civil Rights Act of 1964 and the Americans with Disabilities Act of 1990. Bids must remain valid for at least 90 days. The contractor must provide proof of insurance covering workers' compensation and general liability.
