Background The Alaska Department of Corrections is seeking proposals for the provision of Community Residential Center (CRC) services in Fairbanks, Alaska. The goal is to secure up to 60 service beds in a facility that meets the security and residential needs of adult offenders. Community Residential Centers are designed to facilitate the transition of offenders from institutional confinement to parole/probation supervision, providing a supportive environment for rehabilitation and adjustment to community living. Work Details The contractor will provide a residential halfway house facility (CRC) that includes: 1. Detention and/or supervision of offenders on behalf of the Department of Corrections. 2. Flexibility in behavioral-based programs tailored to individual needs. 3. Counseling services addressing substance abuse, anger management, pre-release, and mental health treatment. 4. Assistance with community transition, including employment and housing support. 5. Programming that allows residents to engage in approved employment or educational activities for at least 40 hours per week. 6. Compliance with Community Residential Center Operational Standards and other specified requirements. Period of Performance The contract is expected to commence on July 1, 2026, following an award notice on April 1, 2026. The contractor must be prepared to provide services continuously as specified in the RFP. Place of Performance Fairbanks, Alaska. Bidder Requirements Offerors must have a minimum of five years' experience providing similar services. All contract employees must have a high school diploma or GED, be at least 19 years old, and pass a full criminal background investigation including fingerprints. The contractor must also comply with PREA standards and maintain a drug-free workplace.
