INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build NRM construction project #636A6-22-500, Modernize Elevators, at the VA Central Iowa Health Care System (VACIHCS) located at 3600 30th Street, Des Moines, Iowa 50310-5753. PROJECT DESCRIPTION The purpose is to modernize the elevator components and controls for elevators known as: A-East (Passenger), A-West (Passenger), B-Passenger, B-Service, C-Passenger, D-Passenger, E- Passenger, and K-Freight to ensure they meet the present codes and directives for safety and operation. Modernization includes but is not limited to installing new controls, motors, electric, emergency phones, plumbing, air conditioning, lighting, cables, data, fire alarms, fire suppression, and new interiors of the cars, etc. All work associated with this project will be performed in accordance with the design information, specifications and documents that will be provided by the VA during the solicitation. ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the tradeoff procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 238290 with a size standard of $22.0 million. The solicitation will be issued in early 2nd quarter of FY 26. The period of performance is approximately 365 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
