Background The County of Henrico, Virginia, is issuing this Request for Proposal (RFP No. 25-2912-12LOC) to obtain Home Based and Mentoring Services for juveniles and their families under the Virginia Juvenile Community Crime Control Act (VJCCCA). The goal of this contract is to provide services that incorporate a strong parental component, aiming to reduce out-of-home placements and stabilize family structures. The program is funded through state and local appropriations under VJCCCA, which aims to provide a range of community-based programs and services for juveniles and their guardians. Work Details The selected contractor will provide intensive home-based services for juveniles aged 10 to 18 years who are identified as at risk of removal from their homes. Services will include: 1. Evidence-based counseling services tailored to individual needs. 2. Crisis intervention utilizing strength-based treatment modalities. 3. Initial assessments to develop treatment/service plans in consultation with families and probation officers. 4. Multi-faceted educational approaches focusing on competency development and skill building. 5. Teaching life skills such as conflict resolution, self-esteem building, and effective communication. 6. Family counseling support services. 7. Individual counseling for juveniles and family members. 8. Weekly progress reports to probation officers and monthly reports to the VJCCCA Office. 9. Mentoring services focusing on positive behavior reinforcement and life skills development, with clear documentation required for all services rendered. Period of Performance The contract period will commence on April 1, 2026, following the anticipated award date of March 1, 2026, with an initial duration of three months for service delivery. Extensions may be granted upon approval from the VJCCCA Coordinator. Place of Performance Services are to be provided within Henrico County, Virginia. Bidder Requirements Offerors must have staff with at least a Bachelor’s degree in relevant fields such as sociology or social work. Agencies with bilingual staff or those trained in trauma-informed care are encouraged to apply. Proposals must include resumes and certifications of all direct service staff, along with evidence of financial stability.
