The City of Newport News (the City ) is seeking bids from qualified firms (the Bidder or Contractor ) to furnish the goods and/or services described herein and bids will be received via the City's e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Tuesday, January 27, 2026 at 2:30 pm (local prevailing time). The purpose of this Invitation for Bids (IFB) is to establish a term contract with a qualified Contractor to furnish/provide Water Treatment Polymer to the Newport News Waterworks, on an as-needed basis, in accordance with the terms, conditions, and specifications of this IFB.
Background The City of Newport News is seeking bids from qualified firms to establish a term contract for the provision of Water Treatment Polymer to the Newport News Waterworks. The goal of this contract is to ensure a reliable supply of necessary chemicals for water treatment on an as-needed basis, adhering to specified terms and conditions. Work Details The contractor will supply two specific types of water treatment polymers: DW22S KF-NC from Praestol and SPEC DPC-LT22 SAC from Sludge Process Enhancement Consultants, Inc. Both products are designated as 'NO SUBSTITUTE.' The polymers will be ordered incrementally due to storage limitations at the Lee Hall and Harwood’s Mill Water Treatment Plants. Deliveries must be made in 50 or 55 lb. bags on pallets, with typical orders consisting of two pallets of 36 bags each. All deliveries should occur within 5 calendar days from the date of order, between 8:00 a.m. and 2:30 p.m., excluding holidays. Delivery locations include Lee Hall Water Treatment Plant and Harwood’s Mill Water Treatment Plant. Period of Performance The initial contract period will be for one year from the date of award, with options for four additional one-year renewals at the City’s discretion. Place of Performance Newport News, Virginia, specifically at the Lee Hall Water Treatment Plant and Harwood’s Mill Water Treatment Plant. Bidder Requirements Bidders must have the capability to fully perform the services or provide goods specified in the solicitation.
