Background The State of Delaware Department of Health and Social Services, Division of Substance Abuse and Mental Health, is seeking professional services for a Medical Legal Partnership. This initiative aims to enhance housing stability as a fundamental aspect of behavioral health recovery, thereby reducing homelessness and promoting long-term wellness among vulnerable populations. The Master Lease services will support various programs including the Supported Apartment Program and the Transitional Case Management Bed Program. Work Details The selected contractor will provide Master Lease services which include securing, managing, and maintaining residential units under a Master Lease model. These units are intended for individuals with serious and persistent mental illness enrolled in the PROMISE Supported Apartment Program, Supported Housing Program, and DSAMH’s Transitional Case Management Bed Program. The goal is to ensure safe, affordable, and recovery-oriented housing integrated with behavioral health services. Specific tasks include: - Managing residential units to ensure they meet safety and quality standards. - Collaborating with behavioral health service providers to support residents. - Ensuring compliance with all applicable laws and regulations regarding housing. Period of Performance The contract term is for one year with four optional one-year extensions. The estimated notification of award is April 30, 2026. Place of Performance The services will be performed in Delaware, specifically targeting areas where the supported housing programs are implemented. Bidder Requirements Bidders must possess Delaware licenses or certifications necessary to perform the required services. They must also provide proof of insurance prior to contract commencement, including coverage for general liability, worker’s compensation, and any other relevant insurance as specified in the RFP. Vendors must not have been debarred or suspended from contracting with the State of Delaware.
