The State of Iowa is seeking Proposals for Qualified Firms to provide Disaster Case Advocacy services to various service areas throughout the state following disasters.
Background The Iowa Disaster Case Advocacy (IDCA) program is authorized by Iowa Code 29C.20B and Iowa Admin Code ch 605-11. It establishes a state program of case management to address disaster-related serious needs of individuals or families adversely affected by state-declared disaster emergencies. The program aims to meet needs that cannot be satisfied through other financial assistance means, including case management services, processing applications, claims, payment processing, and associated administrative supports. The IDCA program is administered by the Agency, which may contract with local administrative entities for necessary functions. The program's claims history has been limited to declared disasters, with significant variance in claims based on the nature of the emergencies. Work Details The contractor will provide Disaster Case Advocacy services including: - Case management responsibilities - Fiscal agent duties - Associated administrative supports. The State reserves the right to award multiple agreements following this RFP. Period of Performance The contract shall have an initial term of one (1) year from the date of execution, with the option to renew for up to five (5) additional one-year terms, totaling a maximum of six (6) years. Place of Performance Various service areas throughout the State of Iowa.
