Background The project is initiated by Northern Virginia Community College (NVCC) with the aim of retrofitting an existing wet pond into a level 2 bioretention basin. This project is part of NVCC's commitment to improving stormwater management and environmental sustainability on its Annandale Campus, located in Fairfax County, Virginia. The goal is to enhance the campus's stormwater infrastructure to better manage runoff and improve water quality. Work Details The scope of work includes the retrofit of an existing wet pond into a bioretention basin, which involves the following tasks: - Demolition of existing structures as necessary. - Site clearing and grading to prepare for construction. - Excavation for the bioretention basin and associated drainage systems. - Installation of storm utility drainage piping and manholes. - Construction of aggregate base courses and asphalt paving as required. - Seeding and landscaping to restore the site post-construction. Period of Performance The contract performance period is expected to commence upon issuance of the Notice to Proceed, with substantial completion required within thirty (30) calendar days thereafter. Place of Performance The work will be performed at Northern Virginia Community College, Annandale Campus, located at 8333 Little River Turnpike, Annandale, VA 22003. Bidder Requirements Bidders must be registered vendors in eVA (Virginia's electronic procurement system). They are required to provide a Commonwealth Bid Bond and Performance Bond regardless of contract amount. Bidders must also comply with Virginia licensing requirements: Class A contractors for bids over $120,000 or total construction values over $750,000; Class B contractors for bids between $10,000 and $120,000 or total construction values between $150,000 and $750,000. Additionally, bidders must submit a Small Business Procurement Plan indicating their proposed percentage of participation by small businesses.
