Background The City of Portsmouth, Virginia, is seeking bids for the I.C. Norcom Athletic Field Improvements project located at 1801 London Blvd, Portsmouth, Virginia. Work Details The work includes the construction of an artificial turf field, an asphalt track, baseball and softball fields equipped with irrigation systems, field event runways, pads, and related appurtenances. Period of Performance The contract is expected to commence upon award and is scheduled for completion by December 4, 2025. Place of Performance The work will be performed at I.C. Norcom High School located at 1801 London Blvd, Portsmouth, Virginia. Bidder Requirements Bidders must be licensed Virginia contractors as per Title 2.2 Chapter 43 of the Code of Virginia. A mandatory pre-bid conference will be held on December 16, 2025. Bidders are encouraged to include participation from minority-owned and women-owned businesses (M/WBE) in their proposals to meet a project-specific goal of 10%. Bidders must also comply with federal regulations regarding non-discrimination in employment and submit documentation demonstrating good faith efforts towards M/WBE participation.
