Description: THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The USCG Base Los Angeles Long Beach intends to award a sole-source purchase order using the procedures at FAR 12.102 (b) and RFO subpart 6.103-1 "Other Than Full and Open Competition", as it has been deemed that only one source is available to meet this specific requirement. Due to that Fortior Solutions is the sole provider of the Omnivee Program and its associated RcX capabilities. This purchase order is intended to be awarded to Fortior Solutions, LLC TO provide access control equipment, subscription services, software and all maintenance to operate up to six (6) handheld scanners at the main access control point of the U.S. Coast Guard Base Los Angeles Long Beach. The requirements document in the form of a Statement of Work is attached to this notice. This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by June 23, 2026. Background The U.S. Coast Guard Base Los Angeles Long Beach intends to award a sole-source purchase order to Fortior Solutions, LLC for the provision of access control equipment, subscription services, software, and maintenance for handheld scanners. This contract is necessary to meet specific security requirements at the base, as Fortior Solutions is the sole provider of the Omnivee® Program and its associated RcX capabilities. Work Details The Contractor shall provide Omnivee Vendor and Omnivee Visitor services for Base Los Angeles Long Beach. The Omnivee Vendor service includes biometric registration, individual participant vetting, adjudication and waivers, vendor enrollment, and program support. The Omnivee Visitor service includes credential validation, access eligibility verification, electronic guest list management, and event management pop-ups. The contractor is responsible for ensuring all personnel have qualifications specific to their duties and adhere to safety and security protocols. Additionally, the contractor must develop a quality control plan to ensure services are performed acceptably and correct any deficiencies at no additional cost to the government. Period of Performance The contract will have a one-year Base Period with four (4) one-year Option periods. Place of Performance U.S. Coast Guard Base Los Angeles Long Beach Bidder Requirements This opportunity is set aside for Small Business Set Aside - Total (SBA). Bidders must ensure that all personnel have qualifications specific to their duties and follow all safety and security protocols. Incumbent Analysis (see Incumbents section for more detail) The prior awards for Fortior Solutions (e.g., RAPID-RCX Program for USCGA Base and option years valued at $240,443 for 04/29/24–04/28/26, and RAPIDGATE-RCX Program Subscription valued at $74,471 for 08/01/23–12/31/26) indicate the incumbent has been providing RcX-related access control program services and subscriptions for the U.S. Coast Guard. The current ID Scanners requirement similarly calls for Omnivee/RcX capabilities, including access control equipment and subscription/software and maintenance to operate handheld scanners at the same base access control point, which appears to be a continuation or expansion of the existing RcX program support.
