For release is the Munitions Open Solicitation for Advanced and Innovative Capabilities dated March 20, 2026. PAE Fires, as one of the Army's core modernization enterprises, is responsible for shaping, integrating, and delivering the Army's most critical fires capabilities today and into the future. This initiative is focused on modernizing the Army's Organic Industrial Base by actively seeking innovative technologies to rapidly and efficiently research, develop, prototype, test, evaluate, procure, and/or field critical enabling advanced fires capabilities that address near-term and mid-term threats. This solicitation aims to provide the Army with access to innovative solutions to maintain a competitive edge over adversaries while enabling flexible business arrangements with the industrial base to implement the National Defense Strategy and Army Vision. The Army may select vendors whose solutions demonstrate the greatest potential to achieve the Army's missions. ACC-RSA is maximizing existing authorities by publishing this open solicitation combining any single authority or a combination of the authorities below: Federal Acquisition Regulation (FAR) 6.102(d)(2) Other Competitive Procedures FAR 35.016, Broad Agency Announcement (BAA) Defense Federal Acquisition Regulation (DFARS) 235.016 Broad Agency Announcement/DFARS 235.006-71 Competition 10 U.S.C. 4021 Research projects: transactions other than contracts and grants 10 U.S.C. 4022 Authority for the Department of Defense (DoD) to carry our certain prototype projects 10 U.S.C. 4023 Procurement for experimental purposes 10 U.S.C. 3458 Authority to acquire innovative commercial products and commercial services using general solicitation competitive procedures/ DFARS 212.70 Defense Commercial Solutions Opening Employee Stock Ownership Pilot (ESOP) Program authorized by Section 874 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2022, as amended by Section 872 of the NDAA for FY2024 The Munitions Open Solicitation for Advanced and Innovative Capabilities is general in nature, identifies examples areas of interest and solicits interested parties to participate and provide responses capable of satisfying the Army's needs as outlined in the open solicitation. This open solicitation is intended to serve as a competitive procedure and satisfy competition requirements. Any amendments will uploaded as the latest conformed version with changes highlighted.

Work Details The solicitation invites responses from industry partners to provide innovative solutions in various areas of interest including but not limited to: advanced radar and sensor capabilities, electronic countermeasures, versatile weapon systems, air and missile defense effectors, mission command systems, long-range precision fires, hypersonic weapons, directed energy systems, counter-UAS technologies, munitions launchers, advanced seekers, mobile tactical cannons, advanced energetics and propulsion technologies, digital transformation including AI/ML applications, and independent verification & validation support. Companies can respond through two methods: Fires Capability Gap submissions or Call for Solutions submissions. The FCG allows for flexible submissions addressing identified capability gaps while Call for Solutions targets specific critical gaps as defined by the government. Period of Performance This open solicitation will remain open indefinitely until canceled by the U.S. Army. Specific response times will be outlined in individual Call for Solutions announcements. Place of Performance The contract work may be performed within the United States or other locations as specified in individual task orders.
