YKF NWR - School Underground Storage Tank Assessment This project is to confirm if this is an undocumented underground storage tank that has not been properly assessed and removed. This project will use ground penetrating radar to detect if a tank is present. If a tank is present, than additional testing of soil and groundwater will be conducted to determine if Diesel Regulated Organic (DRO) contamination is present.

Summary: Background The project is initiated by the U.S. Fish and Wildlife Service (USFWS) for the Yukon Flats National Wildlife Refuge (NWR) located in Beaver, Alaska. Conduct a Ground Penetrating Radar (GPR) survey to detect the presence of an underground storage tank. 2. If a tank is confirmed, conduct a bore scope evaluation of the fill tube to check if it was filled with inert material before abandonment. 3. Perform soil boring sampling around the tank to assess vertical and horizontal contamination levels. 4. Conduct groundwater sampling to determine if contamination exists in groundwater. 5. Analyze samples for Diesel Range Organics (DRO), Gasoline Range Organics (GRO), and other contaminants using specified EPA methods. 6. Prepare a Site Characterization Report and Corrective Action Completion Report detailing findings and recommendations for remediation if necessary. Period of Performance The contract period will commence on July 6, 2026, and conclude by November 30, 2026. Place of Performance The work will be performed at the Beaver BIA School site within the Yukon Flats National Wildlife Refuge, Alaska, which is accessible only by plane or boat. Bidder Requirements Bidders must be small businesses as this solicitation is set aside for small business participation. Contractors must demonstrate qualifications as an ADEC-qualified environmental professional under Alaska regulations, possess relevant experience in conducting GPR surveys and contaminated site investigations. Both efforts focus on environmental investigation at National Wildlife Refuge sites and use similar sampling/analytical approaches to determine contamination presence and extent.
